The Bulleen Templestowe Basketball Club’s Referee Program offers a dynamic pathway for individuals of all ages to grow as officials in a supportive and professional environment.
With over 130 active referees, our program is one of the largest and most respected in the region. Whether you’re just starting out or aiming for elite-level officiating, you’ll be guided by experienced referee coaches and mentors who are committed to your development.
We’re proud to have current representation in junior and senior state competitions, and a history of success at the national level. Our focus on respectful relationships, continuous learning, and community connection makes Bulleen a great place to start or advance your referee journey.
In 2023, our Referee Branch was awarded Program of the Year by Basketball Victoria, recognizing our excellence in leadership, governance, and referee development.

Referee AdvisorThe Bulleen Templestowe Basketball Club’s Referee Program is led by our Referee Advisor, who plays a pivotal role in shaping the development and performance of our officiating team. This leadership position oversees the training and development of all officials at Bulleen Templestowe Basketball Club, ensuring high standards and up-to-date practices across the program.
Mitchell Pratt, Referee Advisor since 2021, is an active state and national-level official with a background in education. His expertise combines modern teaching methods with practical on-court experience, creating a structured and supportive learning environment for referees at all levels.

Referee AdministratorThe Referee Administrator manages referee rostering, administrative support and ensures compliance with Club and Basketball Victoria’s governance policies. This role coordinates with all competition managers to ensure referees are appropriately assigned to games and supports the development of referees.
Melanie Franklin currently holds this role. A lifelong member of Bulleen, Mel brings deep club knowledge as a former player, current coach, and active referee. Her hands-on experience ensures she understands the needs of both referees and the broader basketball community.

Referee BranchThe Bulleen Templestowe Basketball Club has a dedicated referee branch with a volunteer based comittee that manages any referee related policy and procedure outside of the Advisors and Adminstrators portfolio. This comittee is voted in by the referee branch members and works to enhance and develop the referee’s overall experience.
Life membership for the referee branch recognizes outstanding service in a variety of roles within the Bulleen Templestowe referee branch. Life membership is awarded to those members who go above and beyond for the branch for an extended timeframe to ensure the branch continues to develop and maintain good governance.
